Kenya’s Ministry of Labour and Social Protection and on-demand platform Glovo have signed a Memorandum of Cooperation [MoC] designed to expand safe, decent work in the country’s fast-growing digital economy.
Cabinet Secretary Dr. Alfred Mutua, who witnessed the signing, said the agreement “sets the stage for policies that protect workers while encouraging innovation and enterprise.” The MoC focuses on creating new jobs, strengthening digital skills, and piloting safeguards that ensure couriers and merchants benefit from the growth of online services.
Under the two-year plan:
- Jobs and Inclusion
Up to 200 new direct roles at Glovo [90 percent for young Kenyans].
An additional 1,200 flexible earning opportunities for riders, with youth expected to fill 85 percent of the positions.
Support for 2,400 micro- and small merchants to come online, an expansion projected to generate more than 10,000 indirect jobs. - Investment
Glovo will invest KES 2 billion by 2027, adding to previous commitments that align with the national Bottom-Up Economic Transformation Agenda. - Skills and Social Protection
The partners will deliver digital-literacy and business-capacity training to at least 1,200 merchants. Glovo will also extend its Glovo+ rider-support programme covering health, safety, and social rights under guidelines set by the Ministry. - Community Impact
Through the Glovo Access food-donation initiative, the company will work with local organisations to provide 3.4 million meals to vulnerable households nationwide.
Looking ahead to 2030, both parties envision Kenya as Glovo’s Africa digital hub, with cumulative investment reaching KES 16 billion and an ecosystem supporting 1,000 direct employees plus 20,000 indirect opportunities for riders and merchants.

The partnership takes effect immediately, with a joint steering committee to track milestones and publicly report progress.
