Mombasa County, Bolt Team Up for Rider Jobs & Safety

The County Government of Mombasa is strengthening its collaboration with Bolt to expand youth employment and improve safety and regulation in the ride-hailing sector. Governor Abdulswamad Shariff Nassir today hosted a Bolt delegation to explore scaling operations and widening income opportunities for young people. Bolt currently supports livelihoods for more than 1,000 riders across the county.

Under the partnership, Bolt will work with Mombasa county authorities to use select public market spaces as operational hubs. The move aims at lowering entry barriers for new riders. This will make it easier for youth to access decent work in the growing digital and gig economy.

Bolt executives Arthur Gacharia [Senior Operations Manager, Rides] and Edgar Kitur [General Manager, Bolt Food] met with Governor Abdulswamad Shariff Nassir to discuss a partnership. The goal of the visit was to find ways to increase youth employment and improve safety in the ride-hailing sector.

Governor Nassir said the administration is prioritizing practical partnerships that translate into jobs and higher standards in public service. “Our young people are the backbone of Mombasa’s future. By working with innovative partners like Bolt. We are creating real opportunities for them to earn a living, support their families, and contribute to our economy.” He said. “We are also keen on enhancing safety and professionalism in the sector through the recognition of prior learning and licensing of riders.”

Formalising Skills Through RPL

A key feature of the agreement is joint support for rider licensing via Recognition of Prior Learning [RPL]. The framework acknowledges existing skills and experience, enabling riders to obtain formal certification without duplicating training. County officials and Bolt say the approach will raise service standards, improve compliance, and strengthen public confidence in ride-hailing.

Bolt welcomes the county’s commitment and highlights Mombasa’s strategic role as a growing urban and economic hub. “We are pleased to partner with the county to expand rider integration and advance a safe, well-regulated environment that supports the mobility sector’s sustainable growth,” said Edgar Kitur, General Manager, Bolt Food, Kenya.

The initiative aligns with Governor Nassir’s agenda to unlock jobs, support innovation, and attract responsible private-sector investment as part of Mombasa’s inclusive growth vision.
